Just a few thoughts that spring to mind:
- So who knew what and when in both Fujitsu and the Post
Office?
- Who communicated what to whom and when;
- What was the interplay with the management systems and
with the legal departments?
- Who made the decisions regarding how the
sub-postmasters were treated throughout, and who implemented these
decisions?
- Who made the decisions regarding legal and other
processes to which the sub-posters were subjected?
- Who told lies and at what level, what, when, where and
why?
- What is the precise timeline since Horizon was first
proposed and the system was designed and then scaled back to under £1B?
- What were the quality control processes that were in
place, and were they fully and rigorously implemented?
- What were the qualifications of the project managers,
engineers and technicians who worked on Horizon’s design, development,
analysis and review, deployment and support?
- How transparent were the design and other fault
reporting processes;
- How much and how long would it have taken to rebuild it
and make it fully serviceable
